A parody of Henry Russell and Charles Mackay's patriotic "Cheer boys cheer", criticising the rise in price and adulteration of beer during the Crimean War. (It would seem that this was not the only parody which the original song gave rise to - an Australian version is titled "Cheer boys cheer, mother's got a mangle!")
